Background: The Town of Round Hill is looking for qualified individual to be Director of Public Works. Round Hill is a town in Western Loudoun County, about 12 miles west of Leesburg, Virginia. The current Round Hill water system service area covers approximately 1,700 acres. The water/sewer service area includes properties within the Town limits and out-of-town properties, a total of 1,625 active water/sewer customers. Round Hill is responsible for managing 12 active groundwater wells connected to 2 Water Treatment Plants and for managing a Wastewater Treatment Plant with a capacity of 750,000 gallons/day. The Round Hill Public Works Department has about 7 utility department staff members and at least 4 contractors.
Ideal Candidate: It will be important that the individual possess working knowledge and experience managing a public water and sewer system. Facility maintenance experience is critical. The Director of Public Works collaborates with the Town Administrator on the development of an annual capital budget and long-term capital improvement plan and oversees the work of contracted maintenance, architectural, engineering and construction services. The individual must be able to set priorities and meet deadlines. The Director of Public Works will be analytical and always looking for better, more efficient and more effective ways to make improvements to the Town’s public works operations and infrastructures. Additionally, the Director of Public Works must have 24-hour accessibility. The staff is small, so the next Director of Public Works must be hardworking and be involved – ready and willing to perform work at multiple levels.
Overview of Duties: This is administrative and technical work in directing and supervising the Town’s Public Works operations. Work involves the responsibility for directing all phases of municipal public works, including water and sewer operations, fleet maintenance, municipal facilities and coordinating road maintenance with VDOT.
The Director formulates policies and coordinates activities in accordance with general policies established by the Town Council and by the Town Administrator. The Director of Public Works exercises supervision over water and sewer employees and contractors. The Director oversees the activities of the Town’s utility and maintenance programs.
The Director is responsible for the preparation and monitoring of the department budget; the preparation, implementation of and adherence to procedures; and department personnel functions. Responsibilities also include establishing and maintaining appropriate work relationships with municipal officials, peers and subordinates, State and local organizations, and with the general public. Work is performed under the supervision of the Town Administrator under guidelines established by the Town Administrator; however, this employee must also exercise considerable independent judgment and technical expertise in order to meet department objectives.
